With 20 years of international trade management, industry representation and collaborative projects development, Mr. Dugré has past the last decade as a cluster manager. In January 2017, he left is position within is cluster to allow more time to is private firm, PROLOGIC, established in 1997. PROLOGIC is now focusing on Clusters management, smart specialization and cross-sectorial innovation project.
Vincent Dugré is acting as an external delegate for special mandates with the Quebec Ground Transportation Cluster and is in charge of the Cross-sectorial Innovation projects. He collaborates with various Quebec clusters (Aluminum Cluster and ITC Cluster) and local authorities for cluster development and innovation strategy development under mandates.
Elected to the board of directors of the TCI Network in 2015, Vincent is an active participant to TCI activities since 2006 with participation to TCI Global Conferences in Lyon, Portland, Jyvaskyla, San Sebastian, Monterrey, Daegu and Eindhoven. He also had the opportunity to attend the 9 CLAC conference in Temuco, Chile.
Vincent Dugré also passed twice the evaluation benchmarking process of the European Secretary for cluster analysis (ESCA) entitling the bronze certification label for Cluster Management Excellence. He has also assisted to the world-class 3 days cluster facilitator training given by Mr. Ifor-Ffwocs William in 2009 in Canada.
With a multidisciplinary approach after biochemistry studies at the University of Trois-Rivières, followed by technical training in international trade management, Mr. Dugré is able to put forward various solutions addressing complex problems and collaborative issues.

The Québec Ground Transportation Cluster brings together all of Québec’s industrial, technical, scientific and government stakeholders working in the ground transportation value chain. Its mission is to create a strong and unified hub for the ground transportation sector in Québec, one that will take action to encourage the industry’s mobilization, growth, competitiveness and influence, and ensure its long-term development.
